Springs makes community arts, culture planning list

Colorado Springs is one of eight Colorado cities chosen for the Collaborative Community Planning Program, a project designed to help cities integrate arts and culture into community planning.
The Springs joins Aurora, Cortez, Englewood, Glenwood Springs, Lakewood, Monte Vista and Steamboat Springs in the program, which is sponsored by Colorado Citizens for Culture, an affiliate of Arts for Colorado.
The eight communities were selected from a group of 13 for their geographic diversity, as well as for the perspectives they will bring to the program. Each community has assembled a five-member team to participate in this year-long program. Teams will visit Denver in June to participate in the National Performing Arts Convention, which will serve as the program’s launching point. After attending special sessions they will then engage in a year-long process to produce a cultural vision for each of their communities by 2028.

Not sure I understand the date ‘2028′, does this mean they will provide a 20 year vision for the progression of arts and culture in this community?
