The $321 million quoted in the article covers the land development, construction and operations for the 6 and one half years  of the development period at all three bases in the Tierra Vista Communities project. That would be the 652 homes at PAFB, the 242 homes at SAFB and the renovation and remodeling of 527 homes at Los Angeles AFB, plus three community centers and numerous parks,  trails and open space amenities. It also includes the project staff and offices.  I can understand how anonymous came to the erroneous conclusions in the comment and hope this helps to clarify the article.
